When Finland prepares for national emergencies, supermarkets are part of the plan.

Companies like S Group and Kesko have detailed contingency programs to keep food moving if the country faces military aggression, a widespread cyberattack, or other major disruptions.

Finland’s approach builds on a long-standing Nordic practice of integrating civilian and military readiness. Since 2022, after Russia’s invasion of Ukraine, Helsinki has intensified this model and rebranded it as "comprehensive security." Critical firms meet with local and national authorities in preparedness committees and take part in large-scale training exercises.

These drills cover everything from conventional conflict to outages of water, power, or financial services.

Retailers are legally required to store strategic stocks of essentials such as flour, sugar and cooking oil. These supplies are kept in secure warehouses — sometimes underground — equipped with backup generators to ensure supply chains can keep running.

S Group’s head of risk management says the business invests heavily in readiness and collaborates with the National Emergency Supply Organisation.

Kesko makes similar commitments, stressing the role of companies in keeping society functioning. Expectations extend beyond firms.

Many citizens maintain a readiness mindset: reservists from all walks of life can be called up, and volunteers may receive tasks that match their civilian skills rather than strictly military duties.

Social trust and equality help make the system work. Research suggests Finns place a high value on safety and have strong confidence in public institutions, which encourages cooperation with contingency measures.

Officials and businesses keep operational details confidential for security reasons, but the visible result is a country where supermarkets, logistics companies and other services are woven into national resilience plans.

For Finland — a nation of about 5.6 million that shares a long border with Russia — that integration is a practical hedge against a range of modern threats.
